Elliot is terrified of not being in control. He hates the feeling of being held down or forced into something. Which sometimes gets him in trouble with his authority. He needs to know information to the point where he'll go searching against orders to find it. It makes him feel unsafe when he is sent into something or is not told something important.
Oh another very important fact about Elliot. He values information and knowledge. That is his greatest desire. To know. He hates being out of the loop. Hates being low on the food chain and can be a little difficult if he isn't aware of the bigger picture. And he may be a little sneaky. Going to steal information from even higher ups because of his need to have knowledge. Both for the sake of knowing and for the sake of having control over a situation.
